Car-Free in Sullivan County?

All we have is a tantalizing brief the Times Herald Record’s Catskills Confidential. Here it is in its entirety:
“LSC Transportation Consultants Inc. of Colorado won a $75,000 contract to develop a transportation plan for Sullivan County. Colorado Springs-based LSC beat out five other consultants for the contract, whose cost is covered by a U.S. Department of Agriculture grant. Sullivan’s public transportation system is considered inadequate, especially for seniors and car-less residents.

Needless to say, we’re quite curious about what this means, and efforts to find out more online turned fruitless. So we dropped a line to a member of the Sullivan County Legislature to see if he could point us in the right direction (probably not the right person to contact, but in our experience, those county legislators are just too darn helpful).
