That’s what this report from WXXI purports. Allowing gambling in the four upstate casinos (or “gaming,” as proponents of the measure prefer) requires the New York State Constitution to be amended, and it’s up to the voters to decide whether or not that amendment will pass. Only problem is, many more downstaters will probably vote on election day than upstaters.

“…Ot will likely be New York City and Long Island residents who decide whether upstaters should get the new casinos or not,” says WXXI. It’s an off year for state wide races, and most local municipal elections do not generate high turn outs, although there are mayoral races in Buffalo, Rochester, Albany and Syracuse this year.  New York City has a mayoral election which is generating a lot of attention, and could draw a large turn out on November 5th.”
